Rule 41 of RPF Rules’1987
Powers and Duties of Head Constables

He holds responsibility:- 

1.         To maintain conduct and discipline of staff working under his shift.

2.         To inspect the staff at the time of change of shift.

3.         To maintain good turn out of staff under his charge.

4.         To convey information to his supervisor about any occurrence in his beat, fire accident, hooliganism, and criminal offence.

5.         To supervise the staff under his charge in respect of slackness in duty, neglect or absent for duty.

6.         To escort, patrols, pickets when required as party-in-charge.

7.         To maintain records and registers at the gate of workshop. 

Rule 41 of RPF Rules’1987
Powers and Duties of Constable 

1.                   To perform fix point/beat duty.

2.         To escort cash, VIP etc.

3.         To guard the railway materials under his charge.

4.         To carefully examine the locks and seals of stores/shops/ depots/offices.

5.         To keep close watch on the activities of  workers.

6.         To prevent entry of unauthorized persons in the shops/depots.

7.         To vigilant and preventing smoking which may be prohibited at such places.

8.         To help the supervisor in checking of all materials loaded on vehicles or otherwise passing through the gates with gate passes.

9.         To help in the personal search of workers when they leave during recess hours and also at the close of seat.

10.        To patrol the yard inside the store premises during day and night.

11.        To supervise all shunting operations.

12.        To see that no material is taken inside the stores unless covered by a voucher.

13.        To see that no outsider with or without a private vehicle is permitted inside unless covered by a special permission.

14.        Other duties as mentioned in the Rule 41 of RPF Rules 1987 as amended from time to time 

The procedure followed in the decision making process, including channels of supervision and accountability

1.         In respect of crime matter concerned Inspector-in-Charge submits reports routed through his officers and staff under his charge to Security Commissioner through Crime Cell of Security Commissariat.

2.         In respect discipline and establishment reports submitted through office-superintendent routed through concerned dealer/clerk.

3.         Crime report put up before SC/ASC by Divisional Inspector.

4.         Discipline and establishment etc. reports put up before SC/ASC by office-superintendent of Security Office.

5.         In respect of prosecution in RP(UP) Act and Railway Act Cases, the cases are directly forwarded to the concerned court by respective Post-in-Charges.

6.         In the crime and professional matters, the CSC/ER exercises superintendence and control over Security commissariat of CLW; However in respect of the other matters related to day to day performance of the Force, the Force works under the general superintendence of the GM/CLW through the CEE/CLW 

The norms set by Security Department for the discharge of its functions 

1.         The duties and responsibilities of the Superior officers, subordinate officers and constabulary are well defined

2.         The guidelines in the office procedure are followed.

3.         All the provisions of IPC, CrPC, Indian Evidence Act, RPF Act, RP (UP) Act, Railways Act are followed in letter and spirit.

4.         In the DAR matters and matters related to the conduct and performance of duties, the Provisions contained in RPF rules and DG/RPF’s standing orders issued from time to time are followed.

5.         All the statute books stated as above are kept in hand.

6.         In other matters Railway board orders and guidelines are followed. All such guidelines are preserved in respective dealing files   

The rules, regulations, instructions, manuals and records held by Security Department or under its control or used by its member of the Force for discharging its functions.

5.         Standing Orders issued by the DG/RPF from time to time.

6.         Indian Penal Code.

9.         Other Acts and Rules, the compliance of which is mandatory for an Armed Force of the Union.
